What do you think?Really need some advice?

I am attracted to this Capricorn guy and I'm pretty sure that he is attracted to me(Taurus)however he keeps on playing teasing games he's always hot then cold,I don't know whether I should be the first to initiate or leave it to him,he's quite reserved and the silent type when it comes to me,I just don't one how to approach him,but then I'm unsure on whether he wants to take it a step further to us actually having a relationship.after all he's White and I'm black(does that matter?)or should I just leave it?
