Is it true that men like to "chase" women and not the other way around?

So, this guy I've had a crush on never made a move on me even though I had a strong feeling he liked me. I decided to ask him out and he refused me. Then I wrote him a letter telling him how I felt about him and now when I talk to him, he now acts like he hates me. Before I told him how I felt, I strongly felt that he really liked me and was just to scared to approach me. So confused...
