Cats inside at night?

I have the sweetest cat, I give him lots of attention, even though he doesn't pine for it, and he likes to laze around all day. Unfortunately, there have been a few incidents (not recently, though) where he urinated on beds/sofas in my house when let into any of these rooms alone. So I don't let him into my room at night, but he will sort of tap and run into my door, yowling for my attention. I can't let him into my room because he might pee on my bed. But I don't want to put him outside either, because it's too cold, and he will meow outside my window instead! He has the most irritating meow and this only occurs at night. Is he scared, or am I neglecting him? How can I get him to shut up and stop keeping everyone from sleeping? (My family an I moved house not long ago, at those times it's normal for cats to pee in those places. And yes, he's had the snip so he's not generally "spraying" anywhere.)
