Why Doesn't My Hair Grow Past My Shoulders?

My hair is exactly to my shoulders.Any suggestions on how to make it grow? I don't care I can wait as long as it takes. Does eggs and mayo really work?Does dread lock/twists help?It never grows past shoulders never!Any techniques to do? I'm African American. When to wash hair?( I wash every 2 weeks on weekends?) When to moisturize,grease, or condition hair? ( i do every weekend ) ANYTHING ELSE? I drink lots of milk, pine apples, pears. And is it true that you hair will brake at its natural point?
