Can I use dryed pine needles for bedding for chicks?

Wood shavings are fine or just a towel if you are keeping them in a box till they are older..then they can be closed off in a space in a barn or protected area and need nothing special under their feet. I usually just kept old towels and rags beneath them when mine were small and in a box in the house to stay warm and then tossed the old towels and rags out when soiled. A couple of thicknesses of newspaper will work in the bottom of the box too..just something that can be pulled and changed easily and has a bit of absorbency..so just lay out some newspaper underneath them and that is cheap and works fine.
